Alright,here is how King Crimson Works. His sub stand Epitaph has the ability to (somewhat) constantly show him 10 seconds into the future. However, it is an “incomplete" future it essentially shows him the final resting place of people and objects around him. He can't see the path they will take and as a result can be misinterpreted.

He can choose to activate his stand and erase the time in between now and what Epitaph shows him.

It's hard to conceptualize this without an example.

Imagine he is fighting someone, they pull out a gun Epitaph shows him where the person, the unfired bullet, and where everything around him will be 10 seconds in the future. This future is absolute it can not be changed. He sees that the bullet is behind him so he assumes that it will pass through his body. He doesn't not know for sure since he doesn't know how events play out only where they will come to rest. He repositions his body so it is not in direct path of the bullet and then erases that time so it visually appears as if he teleported as well as the bullet.

This is why he never attacks in erased time because anything he does in that frame of time never happens. He can interact with himself as well as objects he keeps on himself. Examples being when he took the papers from his desk in erased time and cut himself in erased time. However if he attacked someone in erased time it would essentially never happen.
